Outcome 4: Education data, evidence and learning

Turning information into decisions. Learning assessment, education data and adaptive management that show government and partners what is working.

Why it matters

Information alone does not improve learning. Outcome 4 turns data from every part of EFASS into evidence that government and partners can act on, and asks one question: which learning recovery approaches work best, and how can they be financed at scale?

What we do

SSSAMS and EMIS

Strengthening the national systems already in use, rather than building parallel ones.

Learning Outcomes and Quality Assessment

Working with MoGEI's Assessment Technical Working Group so results feed into national systems.

Evidence and adaptive management

Regular reviews that turn findings into course-correction during implementation.

Cost and financing evidence

Linking cash transfer and programme cost data to outcomes, including the planned IFMIS connection.

  • Assessment rounds completed and published in national systems
  • Evidence reviews held and decisions taken from them

Education data: SSSAMS

The South Sudan Schools Attendance Monitoring System is the national platform Outcome 4 strengthens rather than replaces. It is live today, hosted within MoGEI's national Education Management Information System.

Its modules are connected: once a learner is registered, they appear in the attendance module automatically, and in the cash transfer module if they are in an eligible class. A learner is entered once and followed throughout their time in school.

What SSSAMS records

Learners

One persistent identifier per learner, with a year-by-year record of promotion, repetition, transfer and transition between education levels.

Attendance

Daily attendance for learners and teachers, linked to the same identifiers.

Cash transfers

Learners appear for cash transfers automatically when they fall within an eligible class, then move through validation and payment.

Schools and teachers

School records with an SSSAMS code and a national EMIS identifier, and teacher records with their own persistent code.

Inclusion

Disability recorded across six functional domains using the Washington Group Questions, and each learner's displacement status.

Mobile and web

A mobile app for school-level data collection, including offline registration, and a national web dashboard.

Evidence and research

Research, evaluations and reports that inform EFASS are collected in the evidence library.
