Outcome 5: System uptake and future scale-up

Leaving stronger government systems behind. Government ownership, capacity development and handover, so MoGEI sustains progress after EFASS ends.

Why it matters

Progress only lasts if government owns it. Outcome 5 builds MoGEI's capability to run its own systems, so that what EFASS strengthens continues after the programme ends.

What we do

Government ownership

Specialist positions placed within MoGEI, working alongside government counterparts rather than in place of them.

Capacity development

Training, mentoring, peer learning and on-the-job coaching, including basic awareness of SSSAMS at school and county level.

Interoperability

Common standards that let education, financing and other sector systems share information.

Handover

A planned, function-by-function transfer of responsibility to MoGEI, backed by written procedures.

How we track progress

  • Functions led by MoGEI staff without programme support
  • Counterparts trained and confirmed in each function
  • Systems connected to shared standards
  • Handover milestones reached in each phase
